What are the three energy saving programs that will be implemented in 2023 for businesses, youth, and households?

The year 2023 is anticipated to be a year of energy upgrading and saving for thousands of households and businesses, with numerous different subsidy programs for energy interventions expected to kick off in the coming months.

Specifically, three energy saving programs for households and businesses are set to open for applications within the first quarter of 2023. Alongside subsidies for installing photovoltaic roof systems, the total funds mobilized by the government will amount to 2 billion euros.

Energy Saving for Businesses

Investments in the energy upgrading of buildings and equipment of small and medium-sized enterprises from the commerce, services, and tourism sectors are included in the “Save for Business” program, amounting to 200 million euros, expected to be announced in the coming weeks. Current estimates suggest that out of all subsidized businesses, 8,500 will be small and 1,200 will be medium to large enterprises from various production sectors.

According to the draft Program Guide, savings are expected to result from:

Energy upgrading of building infrastructure with interventions in the building envelope, upgrade of internal electrical installations, upgrade of cooling/heating systems, upgrade or integration of new materials and equipment to reduce energy losses, upgrade of lighting equipment, etc.
Installation and certification of energy management systems and automation devices.
Projects for the Commerce and Services sectors are supported with a total investment budget of up to 100,000 euros, while for the Tourism sector, investment budget limits range from 50,000 to 500,000 euros. The implementation period for each proposal cannot exceed 18 months from the date of issuance of the inclusion decision.

Eligible interventions include, indicative of the following:

Building energy upgrade interventions such as thermal insulation of opaque structural elements, replacement of transparent structural elements, installation of shading systems,
Upgrades to lighting systems, both interior and exterior, such as replacement of luminaires with new LED technology, installation of daylight linking automation, installation of consumption reduction automation due to absence/presence of users,
Energy saving interventions in space heating systems such as replacement of boilers with heat pumps, reinforcement of thermal insulation of distribution networks, replacement of terminal units with new, more energy-efficient ones,
Energy saving interventions in space cooling systems such as replacement of chillers with newer heat pump technology or coolers, reinforcement of thermal insulation of distribution networks, replacement of terminal units with new, more energy-efficient ones,
Energy saving interventions in ventilation systems such as replacement of HVAC units with newer technology units equipped with energy recovery from exhaust air, reinforcement of thermal insulation of distribution networks, replacement of fan units with newer, more energy-efficient ones controlled by electronic devices (inverters),
Energy saving interventions in hot water systems such as replacement of boilers with heat pumps, reinforcement of thermal insulation of distribution networks, replacement of storage units with new, more energy-efficient ones,
Installation of renewable energy systems such as solar thermal systems, photovoltaic systems, energy storage systems, small wind turbines, and geothermal heating and cooling systems, including geothermal heat pumps,
Installation of automation, control, and management systems at local and central levels
Power quality improvement systems
Investments made must ensure a reduction in CO2 emissions of at least 35%, primary energy savings of at least 35%, and an upgrade of the energy category according to PEA by at least three energy classes compared to the current ranking.

Save – Renovate for Youth

The aim of the program with a budget of 350 million euros, covering eligible expenses up to 35,000 euros, for the energy upgrading and renovation of residences, is to save primary energy by at least 30%. The government estimates that this program will subsidize 20,000 young people aged 18 to 39 to upgrade their energy and renovate their homes.

The program is divided into two sections:

  1. “Save for the Young” includes energy-saving interventions such as window replacement, insulation, heating-cooling systems, domestic hot water systems, and smart home technologies.

  2. “Renovate for the Young” involves renovation interventions such as bathroom and kitchen renovations, entrance door replacement, electrical and plumbing system replacement and repair, as well as flooring. A prerequisite for participating in the “Renovate” section is prior participation in the “Save” section.

Eligibility for the program is open to all young people born from January 1, 1984, to December 31, 2005, with a household income up to 50,000 euros for participation in “Save” and up to 20,000 euros for participation in “Renovate.”

In addition, beneficiaries must:

  • Be property owners with any real property right, residing in it, or be full owners, lessors, or lessees renting it out, to qualify for “Save for the Young.”
  • Be property owners with full ownership and 100% stake to qualify for “Renovate for the Young.”

The “Save – Renovate for the Young” Program covers eligible expenses up to 35,000 euros for energy upgrades and home renovation.

Specifically:

  • Eligible Budget for “Save for the Young”: Up to 25,000 euros. The program covers 45% to 90% of eligible energy interventions, with the remaining amount eligible for an interest-free loan.
  • Eligible Budget for “Renovate for the Young”: Up to 10,000 euros. The program covers up to 30% of eligible renovation interventions, with the remaining amount eligible for a low-interest loan of up to 7,000 euros. The subsidy rate scales according to the income category of the applicant.

To be eligible, a residence must:

  • Be legally established.
  • Not be scheduled for demolition.
  • Be used as the primary residence.
  • Be classified in an energy efficiency category equal to or lower than Class C, based on the Energy Performance Certificate (EPC).

The program aims to achieve at least a 30% primary energy savings and upgrade the energy efficiency category by at least three energy classes compared to the current classification. Application submission and management will take place on a platform managed by the Ministry of Environment and Energy (YPEN).

New “Save” The new “Save” program is expected to open for applications in April 2023, with a budget of 750 million euros and a completion goal by 2025. It is included in the list of strategic actions under the “Environment & Climate Change” Program of the new NSRF 2021-2027.

Similar to the previous cycle, the program aims to maintain targets for energy savings of over 30% per residence and an increase of three energy classes after program interventions.

While the program guide has not yet been announced, it is not expected to differ significantly from the previous cycle’s regulations. Specifically:

For applications from individual apartments, single-family homes, or apartments as part of a multi-unit building, the maximum subsidy percentage per income category was defined as follows:

  • Individual income up to 5,000 euros and household income up to 10,000 euros: subsidy percentage for owner-occupied cases is 75%, and for rental or free lease cases is 40%.
  • Individual income up to 10,000 euros and household income up to 20,000 euros: subsidy percentage for owner-occupied cases is 70%, and for rental or free lease cases is 40%.
  • Individual income up to 20,000 euros and household income up to 30,000 euros: subsidy percentage for owner-occupied cases is 55%, and for rental or free lease cases is 40%.
  • Individual income up to 30,000 euros and household income up to 40,000 euros: subsidy percentage for owner-occupied cases is 45%, and for rental or free lease cases is 40%.
  • Individual income up to 50,000 euros and household income up to 60,000 euros: subsidy percentage for owner-occupied cases is 40%, and for rental or free lease cases is 40%.

For the remaining percentage up to 100% of the eligible intervention budget, the possibility of a loan with subsidized interest rates is available, based on the beneficiary’s request.
